The Joint Authorities' Standards Committees

The Police, Fire and Rescue and Integrated Transport Standards Committees work with their respective Authorities to promote and maintain Members' high standards of conduct by:

  • Assisting members and co-opted members of the Authority to observe the Authority's code of conduct.
  • Considering the government's Model Code of Conduct and to advise the Authority on the adoption of an appropriate local code of conduct for members of the Authority.
  • Monitoring and keeping under review the Authority's Code of Conduct and, where necessary, make recommendations to the Authority on any required amendments.
  • Undertaking regular training to update and develop their own knowledge of the Code of Conduct, so supporting the role of maintaining and promoting high ethical standards.
  • Advising, training or arranging to train members and co-opted members of the Authority on matters relating to the Authority's Code of Conduct.
  • Considering and determining, in line with Standards for England requirements, any allegations of misconduct made against individual members of the Authority in relation to breaches of national and local codes of conduct and to make recommendations to the Authority.
  • Granting dispensations to members and co-opted members in circumstances permitted by The Relevant Authorities (Standard Committee) (Dispensation) Regulations 2002.
  • Sharing best practise with members of other Standards Committees both regionally and nationally.

Each year, an annual report is produced to provide information regarding the work of the Standards Committees:

The Standards Committees also oversee the publication and implementation of a suite of ethical governance policies and protocols:

The Standards Committees' Members and Meetings

The Police committees comprise Independent Members and Members of the respective Authorities. The Independent Members are members of the public who have responded to a public advert.
