The Sheffield City Region Combined Authority and Local Enterprise Partnership are seeking an Executive Director to act as their senior officer.

The successful applicant will drive forward the City Region’s economic agenda.  Responsible for exercising the statutory functions in relation to economic development, regeneration and transport across the City Region and ensuring that the objectives of the Combined Authority and Local Enterprise Partnership are achieved.

Northern & TransPennine Express Franchise Stakeholder Consultation Response 

The attached document is the Sheffield City Region’s response to the government’s Northern and TransPennine franchise consultation exercise.

The Sheffield City Region Members strongly believe that the new TransPennine and Northern services need to be developed on a growth basis.

We believe that rail growth is important to supporting our growth economy and are convinced that devolved management of the franchises will lead to stronger local management, greater local ownership and the opportunity to better align rail and economic planning.

We believe that future “zero growth” franchises will harm the economy. The SCR has been left with a legacy of old rolling stock and a lack of investment in infrastructure which needs to be addressed urgently.

We believe there is scope to further reduce the cost of rail to the public purse, e.g. as set out the in the Long Term Rail Strategy. This does not necessarily need to be at the expense of passengers.

We believe the government’s approach needs to be more ambitious and focus should be on growing the railway, increasing patronage and filling spare capacity to boost revenue.
